Lynch to allow budget to become law without his signature

CONCORD - Gov. John Lynch said Friday he will allow a Republican budget plan for the next two years become law without his signature.

Lynch said that the budget needs improvements, and he criticized a tobacco tax cut as “ludicrous.”

But Republican leaders have said if Lynch vetoes the spending plan, the only changes they will make will be to cut deeper.

If a stalemate developed over a veto, Lynch said, residents would face a possible shutdown of state government, with disruptions to parks and essential business such as driver’s license renewals and road repairs.

“This is not a budget I can endorse, and I believe the people of New Hampshire deserve and expect better,” Lynch said, criticizing what he called “simplistic cuts” to colleges, hospitals and social services.

Cuts to higher education will hurt the state’s ability to attract businesses with an educated work force, Lynch said. Cuts to hospitals will drive up health care for businesses and individuals. Cuts to elderly service, he said, will force some seniors from congregate housing programs into nursing homes.

In general, Lynch said, the budget “undercuts some of the basic workings of state government, impacting the services expected by our citizens.”

However, a veto, which would likely be overridden by the GOP, had the potential to create what Lynch called “chaos in state government,” in the ensuing partisan battle.

The budget passed by veto-proof majorities in both the House and Senate on Wednesday.

The $10.2 billion package is 11 percent lower than the budget that passed two years ago, but cuts made since June 2009 to balance the budget have narrowed the gap. The plan cuts state revenue spending by 8 percent.

Lynch said his budget would have cut spending by 5 percent. “These additional cuts made by the Legislature clearly do not reform state government or make it more efficient,” he said. Lynch said the tobacco tax cut the House insisted on makes no sense.

“To cost the state $30 million over the biennium while at same time cutting appropriations to the university and colleges by $100 million, I think is ridiculous,” Lynch said.

Republican leaders brushed the criticism aside, and said taxpayers should be glad the budget will take effect smoothly.

The Concord Police Department conducted a DUI/Drivers License Checkpoint on Saturday, June 18, 2011, from 9:30pm to 3:30am, as part of the City of Concord’s commitment to public safety. This checkpoint was one of many that have been or will be conducted throughout the year in the City of Concord.

The location of Saturday’s checkpoint was on Concord Avenue between Bonifacio Street and Market Street. The goal of the DUI Checkpoint was to bring awareness to the public of the dangers of driving under the influence of drugs and alcohol and remove impaired drivers from the roadway.

The results of the DUI Checkpoint were as follows:

Where’s the APP for my phone that tells you where the checkpoints are? I don’t drink, but I don’t trust Police checkpoints either, too many Cops gone wild videos out there – it’s gotten so bad that now they are trying to pass laws forbidding you videotaping them. That’s the Wrong direction for this country. I don’t want to get a beating because I have a nice car or a fine girlfriend.

Can I get one of these seized vehicles cheap? There should be a program where DUI vehicles are immediately given to law abiding citizens who need them. No waiting period required. The vehicle is immediately transferred for a minimal processing fee.

On that note… the CA budget problem could probably be solved or at least greatly reduced by doing something about expired license plates. If I had a nickel for the amount of those I see each day, I’d be able to buy a new car and afford to license it.

Let’s keep the tow trucks running 24×7. There are too many stolen, unregistered, uninsured, inoperable, citeable, towable vehicles out there on the streets.

The city of Concord and the PD need the money, and Concord needs to be cleaned up.

Let the scofflaws beware. You can toss out your tickets and miss your court dates, but when your car gets towed, that will cost you money.

Driving is a privilege. Not a right. By driving a car, you are submitting yourself to additional laws and rules because we all, as taxpayers, pay for our streets to be safe. CPD caught 4 DUIs. Would some of you still be harping about “check points are a waste of time” if one of those DUIs had killed innocent people with their selfish behavior? It only takes ONE drunk driver to cause a lifetime of pain to others.
