Blue Cross Blue Shield dropping coverage of county commissioners
Burleigh County commissioners this week were notified new commissioners and commissioners that reach age 65 will no longer be eligible for Blue Cross & Blue Shield North Dakota health insurance benefits starting Oct. 1.
Ultimately, county commissioners will no longer be covered by Blue Cross.
County Human Resource Director Renae Gall was asked to seek another insurer that will cover county commissioners, full-time county workers and other elected officials. She will contact the North Dakota Public Employee Retirement System for information about its health program for all county workers and elected officials.
Gall said Thursday said the commission must decide what it wants to do by Aug. 1 to allow county employees a 60-day period to switch to a new insurer.
Blue Cross will no longer cover commissioners 65 and older and new commissioners because Blue Cross does not classify them as full-time employees, Gall said.
Denise Kolpack, vice president of corporate communication for Blue Cross said in a statement: “Our underwriting guidelines determine eligibility based on full-time or part-time status in a normal work week, and commissioners do not work a normal work week. This is consistent with, for example, North Dakota small employer/employee health statute, which identifies a normal workweek of 30 or more hours. (ND Statue: Chapter 26.1-36.3)”
She also said Blue Cross has been working with the county for more than a year on the issue. Blue Cross is working with the county on over plan options, she said.
Gall read a memo from Tom Paulson manager of Actuarial Services of Blue Cross.
He said:
n No new coverage to commissioners will be allowed within Blue Cross common employer group coverage after Oct. 1, 2011.
n Any county commissioners covered through the Blue Cross common employer pool within their county group that are Medicare eligible will be required to come off the group coverage at first renewal — Oct. 1 or after.
n Commissioners that are not Medicare eligible will be allowed to remain in their group until they become Medicare eligible, at which time they will be required to be taken off.
n Any county groups that transfer to NDPERs to Blue Cross common employer pool will be treated as if they have existing coverage in that pool
n Commissioners that are not Medicare-eligible at the time of the transfer will be allowed to maintain coverage within their group until they become Medicare eligible.
